Regulation F (effective November 2021) explicitly permits SMS as a
communication channel for debt collection, subject to timing restrictions,

What is Reg F and how does it affect SMS?
Regulation F is the CFPB’s rule implementing the Fair Debt Collection
Practices Act. It limits collection contacts to between 8 a.m. and 9 p.m. in
the consumer’s local time zone, caps call frequency, and requires specific
